What it means
P0647 means the PCM saw a high (open or short-to-voltage) reading on the circuit that controls the A/C compressor clutch relay. When it can't switch the relay correctly, the compressor won't engage and the A/C blows warm. It's a comfort-system fault — the engine and drivability are unaffected. Start with the relay and its control wiring before suspecting the PCM.
