What it means

Work through it in order

Compare the live fuel-rail-pressure reading to a mechanical gauge to see if pressure is truly high or just the signal.
Inspect the sensor connector and wiring for shorts to voltage or corrosion.
If pressure is genuinely high, check the fuel pressure regulator and return line for restriction.
Replace the fuel rail pressure sensor if the signal is wrong but actual pressure is normal.
Only consider the ECM after sensor, wiring and pressure checks pass.
